Monthly Comps - Aquarium Advice

Is there anywhere that suggest that entries are being accepted for the monthly photo comps?
Ie. a post, news on the main page etc.
I always see that there is a comp/poll up and running but never see when to put entries in, and perhaps for the newbies, how to do it.
Have some killer photos, but when do I do it and who to pm them to?
Do I have to wait until the previous comp is over?
