How does one submit an article for the articles section?

You send the article to a staff member, who will then post it for review in the staff area.

Do we have to meet any particular qualifications/skill level? Is the article reviewed and, perhaps feedback provided to make it better?

There is no particular "skill level" that needs to be catered to. Yes, feedback will be sent to you along with any suggestions for rewrites or corrections.
