Definately not looks like a very small peacock of some sort.

I can snap a better quality video if needed. I just wanna know what he is He is the least timid of all his tank mates. He likes to follow me when I walk by the tank and is the first to the glass when i have the camera

There are sooo many diff cross breads with peacocks you prolly wont know 100% untill its grown
