I have a 70 gallon, going to begin the cycling process, I have pure ammonia, with 10% ammonia. Roughly how much will I have to add in, to reach 4 ppm?

If anybody wants to double check me:
70g x 3785ml/gallon = 264,950ml
264,950 / 1,000,000 = 0.265ml per ppm (of pure ammonia)
0.265 * 4ppm = 1.06ml
Since you're using a 10% solution - 1.06 * 10 = 10.6ml (or cc, same thing)
I'd conservatively use a bit less.... maybe start with 6ml to 8ml and take a reading after it's had a chance to circulate for about 20 minutes.
