Can you tell the sex from the picture? Also how easy (or hard) are they to breed?

Impossible to tell the sex from the picture.Males are usually a deeper red than females especially during mating.
They are generally pretty easy to breed and make good parents.

He/she has recently started getting nice vibrant red patches. On his/her mouth and cheeks and bottom of the dorsal fin. Is this sex/breeding related, or is he/she just settling in?

I would say just settling in.Jewels go quite pale when moved and sometimes it takes a while for them to colour up.
