Mean Angel Bullies

I have three gorgeous fully grown Angel fish in my 40 Gallon FW. Unfortunately, two of them have paired up and regulary spawn.. which means they are bullying the other Angel so much he rarely ventures out from behind his slate even for food. Would introducing a couple of new Angels sort the problem out? I'm worried that as they are so big.. they would simply bully the newbies to death like as happened in the past... any suggestions??
 
Personally have never had exp with angels but I do know t hat some members have had trouble introducing new angelfish.
Best bet would be set up a 20g tank specifically as a breeding tank for the spawning angels, and turn the 40g with the one lone angel into a community
