Peacock gender confusion

Do peacocks have just as hard a time telling whether a juvie is male or female as we do?

The smallest of my all-male group of peacocks, a ruby red, is just coming to maturity size and has the beginnings of blue dots coming in on the face and a nice red stripe on the top of his dorsal. The breeder assured me three months ago that he was a he, based on the slight tinge of red at that time on his fins. I wasn't convinced, but I hope he was right.

Tonight I noticed a bigger peacock chasing away others and doing his mating dance in front of this ruby red, clearly thinking he was a she. Is this a tell-tale sign that he IS a she or are male peacocks in an all-male group just as likely to do the dance in front of a dude, for lack of a dudette?

(I've seen male cyprichromis do the dance in front of other males.)
 
They also do "the dance" in front of other makes to show dominance
