Rams in a 29 gallon?

I want to put 2 Bolivian rams and 2 German blue rams in my 29 gallon, is that ok, or will there be any aggression, they will be in with otocinclus, red eye tetras, neon tetras, dwarf gouramis and this type of gourami that is even smaller

I would be hesitant. I had 4 Bolivians in a 29 once and there was aggression. Not much, but there was some. I ended up with two for a while because I had cories and didn't want to take any chances with them. I would stick to either Bolivians or Germans and just do two to be safe.

My not do 2 males? Female Bolivians are boring.

My main concern with the 4 would be that they would both breed and get aggressive. Doesn't help that your bioload is big enough already.

U might get some hybrid fry... Maybe it's only GBR and EBRs that hybrid.
