I agree. I've set up fish tanks with pfs for years now and no matter what it's always cloudy.
 
If you use non-pool filter sand like caribsea aragonite reef sand, I find the water to be less cloudy (rinse or no rinse).

I used that in my frontosa tank, the only difference was the water was gray cloudy instead of white cloudy lol. And I gotta say, when I rinse sand our water bill goes up!! I rinse super good and still my water will be cloudy!!
