Yes, lip locking is how they check each other out. If one is weaker then may other may kill it. If you want them to breed you need a new clay flower pot or a piece of slate to lay the eggs on.
 
I'd get a divider to allow the pair to become familiar with each other for a few weeks before trying to introduce them. Then keep an eye on them. If you notice one catching a beat down, split them and try again after a week weeks. Eventually it should work. The male will eventually catch her in size.
 
That does not mean the aggression during spawning will decrease or increase. Dividers are used as a precautionary measure. I was saying if the lip locking got more ugly and one started to get beat up a divider is a good way to go about it. Specially if you want to breed them.
