I’ve been looking around at substrates but I just found out that my city PH level is 7.6 and in my 20 gal tank even when I do water changes it’s around 8. Should I use PFS, play sand or still use a cichlid substrate for my new 75 gal tank?

I've heard of people keeping Africans in pH at high 7's or over 7.5 clear up to 9.0. so you got some wiggle room.
My advice is you could run straight up tap or you could use a specialized African Cichlid substrate or just add crushed coral to your regular substrate. There's even the option of dosing your water with baking soda to raise pH.
