"Usually" lip-locking is a part of a dominant struggle/fight. It typically means the 2 fish are equally matched. My 2 red zebra males were recently doing the same thing, battling for dominance. Not sure if it could be a mating thing but I think normally when you see the lips locked its a battle.
 
Man that was some battle then!! That wasn't even half of it. They chased each other round and round for like a minute. Then I decided to film it.

My female ice blues do this all the time. Pretty much just weighing eachother up.
