Hooking up a reactor my 29 gallon tank. The amounts of carbon and gfo recommended by BRS is 3 tbs and 7 tbs respectively. Will I encounter problems using such a small amount? Can I double or triple the amount and replace less frequently? Advice?

No, you want to start off with a small amount and work your way up. This is especially true with GFO. Not only can it be difficult to get it in the 'low boil' tumble that it needs, but adding too much can drop phosphates too fast and cause issues just like the high phosphates and nitrates.
 
I am running gfo already in the reccomend amount now. Although I have been using it in a media bag for the last couple years. Just seems like a small amount to put in the reactor. Hanna checker for PO4 usually reads 0. I would be interested to pick up the phosphor test to get a reading under .1
