Yeah, with proper water changes and the right lighting for the coral, it will grow. Some grow much faster than others.
As for the bottom, you can do multiple things: you can leave the coral on it and eventually the coral will encrust it or coralline algae will grow and make it look like a rock. Or, you can cut the coral off the bottom and glue it to a rock. Small rock if you wanna move it, or right to a large rock in the tank if you don't want to move it. I suggest if you take the coral off the plug to glue it to a small rock.
There are special coral glues or you can use superglue gel.
