Reef filtration dilema

Have a Kent bioreef which I am nearly ready to setup but undecided what to put in my chambers. I have 4 chambers at the back and the stock instructions say to put heater in chamber one, fine sponge, course sponge and bio balls in second chamber, stock protein skimmer in third with ceramic rings and then the pump in the final chamber. I also have a bag of activated carbon which the book doesn't even say where to put!

Would this setup he ok for a reef setup with regular cleaning?

Also would I benifit from a uv sterilizer?
