Sand&lr for a 10 gal

I'm buying 8 lbs of dry rock and 2 lbs of lr for my 10 gal tank also 20 lbs of regular sand, not live I can wait a month and a half to cycle and seed is this sufficient and can I use a 29 marine bio wheel filter with 1lb of dry rubble in it

Yes the rock and sand is enough. Cycling should take 2-6 weeks. Both y tens took 2-3.

The filter should be fine, I'd run carbon and some filter floss if you can though.
 
No, the filter will only give you surface agitation. You'll have to pick up a powerhead to create flow all around the tank. A Koralia 240 will do you good.
 
The filter it self is fine but don't put any rock in it. It will trap detritus and do more harm than good. If you run anything in it just chemical media and maybe some filter floss that you change/clean regularly
