Too much flow?

Tank is 27 gallon cube. I have 2 aquatop cps-3 wavemakers.... each is 660gph

Reef tanks run between 10-50x turnover of the water column. You are in the high end of that with 2 660s.

As long as nothing is being pushed around violently, I'd leave it.

you can position them differently 1 high 1 low may help defuse some of the hard force.
mess around with them I bet you can find that perfect spot where they'll work out fine

My soft corals (anthelia, yellow polyps, and Kenya tree) look fine. My torch won't open all the way and looks pretty sad.... I moved it yesterday lower in the tank, so gonna see how today goes.....

Torches do better in lower flow areas. With the high amounts of flow, it is most likely too much for it. You can try to adjust the powerheads so that it gets less.

I just removed one. Flow looks much better with only the one. Now idk if I should leave the torch lower, or move it back high. Lights are a beamswork reef led

Leave it where it is and let it acclimate. See what happens. Too much movement and change can be stressful.
