130 watt pc Aqualight on 20 long enough for RBTA?

I have this light, and a 20 long just sitting in the garage not being used.

I ditched the light for LEDs because I read that PC doesn't penetrate water that great.

My question is: on a 20 long where the light would sit directly on canopy at 12" above the bottom of the tank, is this enough lighting to use for propagating RBTAs?

No, I'd want at lest a 4 bulb t5ho unit with individual reflectors minimum for nems in a 20 long.
