2 ice cap questions

for a tank that is 48"x18"x18" would a ice cap 660 ballest be good or a ice cap 430 be fine? also do VHO throw off heat of are they light normal flourecents? would i need a cooling fan?

I'd go with the 660, I would use 4 X 110W VHOs

Yep, they get pretty hot, not MH hot, but most likely your gonna need fans
