Hey guys, my cycle is about to end soon, 5 ppm nitrite, nitrate 160 ppm, im waiting for the drop.

I have some live rock in there might add more cured rock,

My goal is to add some coral like torch coral not much, i want to have some clown fish, max two and a flame angel with a white banded shrimp.

The issue is the Flame angel, i REally like that fish and I've been reading mixed reviews on its min tank size.

Recommendations, comments?

IMO a flame angel is a no. They are very active swimmers and get about 4". In that small of a tank they'll either become a menace or stress.
How about a sixline wrasse for an open water swimmer?

Sixline wrasse is nice too, is the sifting goby the one that defends shrimps

A Diamond Sand Sifter will not pair but a Yellow Watchman is a fairly sure fire match. I have a Blue Spotted and a Tiger Pistol that were introduced on the same day and are inseparable.

No it won't, sorry. Only pistol shrimp will pair with a goby. And although a goby is a bottom dweller, some species are quite the jumpers and need a tight fitting top.
