20 gallon tall "s" tank.....

So I'm thinking of making my spare tank in to a saltwater "s" tank. Shrimp, star fish, seahorses, possible a sand dollar. Is this possible a few suggestions on types I will have a penguin 200 hob live sand and live rock. I don't want corals just BC I can't afford the lighting. I welcome all feed back.
