I'm thinking about getting a 300 gallon aquarium how many pounds of live rock should I put in and how often should I change the water and how many gallons should I change

A general rule is 1 1/2 to 2 pounds per gallon. 1 1/2 for porous rock like fiji or 2 pounds for denser rock like atlantic. Water change say 20% so about 60 gallons

I have a 210 with 40 gallons in the sump so 250 total. I change out 35 gallons every other week and have roughly 300 lbs at least of rock in my tank. Water changes depends on your feeding habits, stocking and filtration equipment. A good skimmer is a must in a tank that size because you'll likely have large fish that poo a lot like tangs, triggers, etc.

I have a 240 with 60 gallon sump so 300 and I do 50 gallon water changes every two weeks.
