I have a emperor 400 hang on filter in the center back of my tank which provides a good amount of water movement on the surface and one powerhead on the left side of my tank is this sufficient for my tank?

Well...it depends somewhat on what size powerhead you have. I prefer to have at least two powerheads pointed so that their flow colllides with each other. What you want in a reef tank is turbulence. We try to simulate wave action on the reef as closely as possible although it's really hard to do that because each wave causes different currents in nature. Another reason to have currents in the tank that change and swirl is to eliminate dead spots where detritus might collect. JMHO.
