Alk & the use of C-balance

The directions on the c-balance say to add equal amounts of parts A & B to the aquarium. Required dosage is based on alkalinity, which should be maintained between 2.5 & 3.5meq/L It also talks about the calcium level but I haven't gotten a calcium test yet.

Is this saying test my alk & if it's low add the c-balance until it's in the suggested range? well I can'y go by this....

My Alk is at 7.5, (way high) it's still a new tank. When will it along with pH become stable?

Is this DKH or meq/L? I wouldn't worry about dosing anything until the tank is stable. Since it is a balance additive, if you add them in equal parts you will raise both.
