i got a pta the ? his foot is attached to a rock, and he is also burring under the sand bed,so like part of him is under the rock,he is fine , is that normal , and i dont plan on moving him, he is happy and eating fine

This type of anemone tends to prefer settling into the crack where the rock meets the substrate. Do not attempt to move it. Anemones will generally find a place that they like on their own. Give it afew days as see what developes.
