Are diatoms fuzzy?

I have some stuff in my tank that looks like diatoms... When u look close though it is fuzzy... Like I can see it flowing in the current.... It gets little bubbles too after the lights have been on for a while.... It is only on the rocks and substrate and a tiny bit on the glass.... It is not slimy to touch, and has to be brushed off... Will not siphon away during water change unless it has been brushed loose first... I use RO water for everything. Tank has been up about 1 1/2 months so I'm hoping its just the end of the cycle and will go away?
 
Not really it just clumps up when you try. If your parameters are good get a tiger conch I have one and it did wonders for my sand bed as well as my 10 lil hermits
