First...remove the eggcrate the bioballs are suppose to rest on. That will allow you to begin placing the rubble on the bottom of the sump. Then simply increase the water level so it covers the LR rubble.

ok but the water falling such a long distance is making a pretty loud noise lol and this tank is right next to my bed? If i stak them up on the on the egg crates closer to the water fallign the noise will be less wont it?

I would remove the top trays and replace with a filter sock (keep a spare handy for switching/cleaning weekly) and do as lando said with the live rock/ sump water level raising.
