Blowing of rocks???

So as usual I have some brownish hair algae growing on my live rock. I use rodi water on water changes. I do a 5 or 8 gallon water change a week on my 55 gallon. Everytime I get my water tested the lfs says parameters look good. I don't overfeed, I have LEDs,why is this happininng.
 
I don't know if I'm not blowing my rocks off enough. I just don't get it. 20 gallon long sump/refugium with chaeto. 2 800 gph power heads. I little bit of risidual light. 6 emerald crabs, a few blue leg hermits. Protien slimmer. I'm just done with this shiznat.

15 months. I've had to pull rocks apart in the past few weeks to get fish out . I'm sure I've stirred stuff up but I've been battling this for awhile now. I'm always tooth brushing rocks out of the tank to get it off, to no avail , comes back like 2 days later. It's not huge but annoying.
