Blue damsel

How do you tell if a blue damsel is male or female?

I believe that the caudal fin of males are marked with yellow-orange:

Immature males may not yet have developed the above caudal fin coloration.

The picture looks like a blue devil Fiji. If so I think the male may also have a black eye spot.
