Not solid blue but 6-line wrasse has alot of blue in it and is a beautiful fish. Just thought i would mention that one. One of my favorite and so active.

Deinitly a bicolor angel... Super blue fish

Or a chalk bass. Not a DEEP blue, more neon.

If you don't keep shrimp or crabs, I think you could do a blue hamlet. They are like groupers and tend to kind of laze around until they hunt methodically and suck up small
fish and crustaceans with a slurp.

What size tank? Reef or FOWLR?

Bicolor angel can be difficult to feed. If you don't see it eat, don't purchase it (good rule of thumb for any marine fish IMO).
