can actinic floroscent be replaced by blue LEDs

Theoretically, if you could find an LED with the right spectrum, wire about 4000 of them together......still no.

No, led's do not have the same light spectrum or penetration that a blue led.... WE COULD only wish that led's would work... 
oops.. so no matter what ... no for LEDs ? sigh .. then i think i hv to get an actinic blue then ...
for a 10gal tank, how much watt it needs for the actinic blue ? i do have another 20W white light?
