Can I use silicone to bond LR or Epoxy only?

Silicone takes about 48 hours to full cure before you can stick it back underwater safely. It does not bond to wet surfaces either, and it can run if you use too much. Not a good idea unless you are using it on completely dry base rock out of the tank.
 
The only good thing about using silicone to hold items in a tank together is that it is not very permanent on uneven surfaces. With a bit of tugging, you can seperate items much easier than if you used an epoxy.
