Can I get a carpet anemone in my 28 gallon bow front tank? Want to have two clowns and a goby in it

How old is your tank and what kind of lighting, also Carpets eat fish

I wouldn't recommend it, they do get huge! Even if you do have the proper lighting, established tank, high flow, it is an aggressive creature that will sting other corals (and other anemones) and will eat small fish that aren't clown fish of course!
