They are reef safe in that they won't bother your corals but they will devour any mobile inverts in the tank, the exception being snails. They don't get large but I would say minimum tank size should be no less than a 55, with plenty of live rock for cover. HTH
 
They won't bother corals, but all eels wedge themselves into LR and have a lovely tendancy to rearrange the rockwork.
