IMO, sand is the better substrate for a couple of reasons.
1) To me anyway, it is more pleasing to the eye than cc
2) due to it's large grain size, cc traps detritus which then makes it's way to the bottom and rots, causing nutrient issues
3) sandbed fauna, that will eat the detritus that settles on a sand bed, will not live in cc

yea those are the opinions i have heard from others as well. Unforunately I already have crushed coral and don't have the money to spend on taking out all of the coral and buying new sand. Maybe as a future task for the summer.
Can cleanup crews live on a cc base in a aquarium ( i.e. hermit crabs, some starfish, snails)??

Crushed coral is certainly workable, you just need to spend a little more time on it, vacuum the cc weekly or biweekly to export the detritus and anything building up in the sand bed.

I'm using a half and half mix of CC and fine sand. The idea was to facilitate as many different kinds of beneficial bacteria as possible with the different sizes of substrate. I also read (my tank being a reef) reef systems benefit from both types of substrate, with the CC under the live rock for stability and sand surrounding the reef for detritavors and such. I was warned before hand not to mix fine sand and CC because the sand would simply fall to the bottom leaving just CC at the top but I haven't seen any evidence of this happening and it's been about a year.
