cyno in sump

is it possible to have cynobacteria in my sump/fuge but not in the main tank?

I have used chemi-clean before to get rid of the cyno and used row-phos since then to get the phosphate down. that was about 2 months ago and now I have noticed the cyno again.

I have recently add MH/CF lighting and upgraded my seaclone skimmer to an Aqua-C Urchin. After that I did a series of 10 gal water changes ever other day for a week to lower my nitrates. the only new addition to the tank was a coral banded shrimp.

Any help?
 
What does it look like? How is the water movement in your sump? Any dead spots where there's little movement? Is it collecting there? Is there lots of water movement in your tank?

It is forming at the surface on the baffles and the sides. but I would think that there would be alot of movement on the surface. The main tank does have alot of movement so maybe that is why I dont have any in there just on the overflow and in the sump.
