Diatom question

Ok i have diatoms taking over my rocks and sand does this mean its done cycling . The tank is only been up for like 3 weeks i have 15 pounds of live rock and 60 pounds of live sand. The last time i checked witch was 3 days ago. the amo was .5 and the trites was ..25 ppm and the nitrate was less than 1. At the moment i have 2 little 3 stripped damsels to cycle the tank . Thank u
