they are in smaller tanks due to their feeding requirments. live baby brine shrimp 3 times a day, and that can really fowl your water, plus they really arent a beginner seahorse. you would run the risk of fowling the whole tank if in the sump. then again maybe the main would eat the rest of the brine. they also require low flow since they dont swim very fast.
