Fish size according to books?

I was thumbing through my copy of Simon & Schuster's Guide to Freshwater and Marine Aquarium Fishes today, looking for small fish to fill out my tank.

When it says things like pajama cardinals can reach a maximum size of 5 inches, does that include the tail? Do most/all book include/exclude the tail from their measurements?

Fish are friends, not food.

Normally is the whole fish size.

Most of my book will quote whether they include the long tail in their measurement for certain fish wit long/fancy tail eg stingray, fancy goldfish etc.
