Fish stocking

Hi guys
A friend of mine is starting up a 58 gallon fowlr tank with no sump but a skimmer. He iswanting to get 1 small sailfin tang, 1 flame angel, 1 bannerfish and 1 false percula. Are these fish compatible and is that too much for the tank? He probably will upgrade the tank in a year or so. What you think.

Also what in your opinion is a good fish to get to eat up all the left over food on the sand and on the live rocks(scooter blennies, gobies or something)?
 
No and yes. Skip the sail fin and bannerfish they are too big for a 58g. The angel is fine and a couple of clowns would be nice. Then maybe one other smaller-med fish. If they really want a tang a yellow would probably be fine, but not ideal if are going to upgrade.

As for a clean up crew recomend hermits and snails. Posiibly a shrimp or two. Definately not a scotter as they have special requirements and are not a cleaner fish as they may appear.
