Does anyone know how I can setup a nice and cheap tank for my frags.

Quite a few frag tanks are simply 10 gallon tanks that are plumbed into the sump of the main tank. Much like a refugium would be plumbed. Then you need to add the appropriate lighting and water movement requirements for what ever coral you are are trying to grow out need.
