Use a dry wall toggle bolt. The kind that unhinge after insertion into the dry wall ceiling. That isn't as good as hitting a stud, but will support the weight of a light without problems.

I used butterfly screws. They open up in the ceiling and there is no way the light can fall without taking part of the ceiling with it. Click image for larger version
