help!!major algae problem

You need to physically remove them first by vacuuming while brushing. Then you would have to reduce phosphate and do something with your lighting. If you are running a 10000k or white, i would cut it down or turn it off totally while getting rid of hair algae. Just use blue or actinic for now no more than 8 hrs.
 
High trates too. Check the source, too much food too often? Not enough nutrient export? How. Much are you feeding and how often?
 
Also you can build a small cheap and effective algae scrubber with parts you probably already have lying around. It will help with nutrient export also.
 
Nutrient export is your method of taking nutrients such as nitrate out of the water
 
I had the same problem with my tank. I put In a phosphate reactor with phosban and in 1 week mine was gone.
