How do I encourage Featherdusters to spawn more?

I currently have two featherdusters, one on two separate pieces of rock that are placed side by side. I have had them for several months. What is needed for them to reproduce? In my stepfather's tank, his featherdusters completely took over two pieces of rock, and has started spawning on the sand...

...I dont want his excess, but would like a nice FD rock.
