How do I utilize this hole in my tank/glass?

I have a 40galon breeder tank, that I got from a friend who got it from a fish store.....

I have never utilized this when I had fresh water, but now that I have salt water I wanted to know what this hole is for?

I have a Canister filter, planning on a hang on AquaC Skimmer...no sump yet..

when you set up a sump that would be the overflow to the sump.. you would need a few things to make it work, nipple and elbow with a strainer.. maybe a piece of pvc to get it closer to the surface.
 
So in the meantime could I rig up the intake tube (shown in the picture) so it goes through that? It goes to my Canister filter.

I need to do some more research on a sump... it seems like it would help me hide a lot of my adapters/filters in my current tank.
 
If you do use it for a overflow for the sump make sure you plumb it higher in the tank so if you lose power it will not overflow the sump.
