Ow long cAn I let my water sit in my tank before I put the filter on and other things

I would just put the filter on it. You need water movement. No reason not to. As you need to cycle the rank with the filters running or some type of movement throughout the tank. I would run the filters all the time.

Well I just got home and my sand is still merky probably cause I didn't run the filter??? And I set the water last night around 9:00

You can run the filter to catch the particles of junk the sand gives off and just clean them to clear the water up. I just ran the filter even when my tank was murky.
