how many fish for how many litres of water?

I want to find if there is a way to calculate how many fish I can have in the tank. I have a 100L (about 25 gal I think) and have 2 chromis and a lawnmower blenny. I also have a starfish, two bivalves on a rock, a coral banded shrimp and a tiny snail. I read somewhere that inverts dont add to the bioload is that true?? How many fish can I safely add? If I get small fish does this mean I can have more or do they all produce the same load? Any links to info about this or some ideas or advice would be greatly appreciated.

You're fully stocked, if not slightly over-stocked. Generally 1" per 5 gallons in a SW tank. So 5"-7" in a 100L/25 gallon tank.
