how many hermit crabs should i keep in the 15 gal tank?
currently, i have 2 hermit crabs, 1 turbo snail and 1 scooter blenny

http://www.thatpetplace.com sells the following 30 gallon "marine algae pack:"

6 scarlet hermit crabs, 15 red leg hermit crabs, 20 margarita snails and 5 turbo snails

For 15 gallons you could use half of this, but this will depend on factors such as amount of rockwork, amount of algae (the food source,) etc. Personally, I have found a smaller clean up crew to be adequate for my 30 gallon aquarium.

In my case I got only 12 TurboSnails (and no hermit) and its perfect, they even it all the hair algae!

the tank is one month old

I would say maybe add 1 more hermit for now, 10 is too many IMO. I would suggest adding maybe another snail also. As your tank matures and produces more algae you can start adding more inverts accordingly so they don't starve.

I had 2 scooter blenny's and they both died , the water was good they ate from the live sand bed and occasionally brineshrimp , any 1 had success?
