If you know anyone that works at the hospital, a basic IV setup works perfectly for drip acclimation. Tubing is the same as basic airline tubing and they come with a small valve designed to control a drip.

Yeah almost any pet shop will sell the knob to control airflow of an air pump. They are cheap extremely easy to set up and adjust.
