Increase water flow!!! Help ?

I need to increase my water flow in my tank it's only 10 gal but my filter isn't doing a great job, and cheap suggestions ? I stress cheap. Lol.

U can get a small power head from petsmart or petco for around 30 bucks look on amazon and im sure u could find em even cheaper than that
